The Code of Conduct on social networks
On June 17, 2021, the Ministry of Information and Communications issued Decision No. 874/QD-BTTTT on promulgating the Code of Conduct on social networks. The Code of Conduct aims to build ethical standards on behavior on social networks, educate awareness, create positive habits in the behavior of users on social networks, contribute to building a positive environment. a safe and healthy internet market in Vietnam, in line with international treaties to which Vietnam has acceded.

Subjects of application of the Code: State agencies, cadres, civil servants, public employees, employees in state agencies using social networks; other organizations and individuals using social networks; social network service provider in Vietnam.
According to Article 4 of the Code, the Code of Conduct for organizations and individuals is to learn and comply with the guiding terms and use of social network service providers before registering or joining the network. society. It is recommended to use the full name, personal real name, real name of the organization or agency and register with the service provider to verify the nickname, website address, contact point when joining and using the network. society.
Organizations and individuals also need to take measures to self-manage and secure social network accounts and promptly notify authorities and service providers when their accounts are lost. control rights, being forged or taken advantage of for unhealthy purposes, affecting national security and social order and safety, and affecting legitimate rights and interests of organizations and individuals.
Organizations and individuals share information with official and reliable sources; have acts and behave in accordance with the moral, cultural and traditional values of the Vietnamese nation; do not use words that cause hatred, incite violence, discriminate against regions, gender, or religion; do not post content that violates the law, information that offends honor and dignity, affects the legitimate rights and interests of organizations and individuals; use offensive language, violate fine customs and traditions; spreading fake news, false news; advertising, illegal service business… causing frustration in public opinion, affecting social order and safety.
The Code of Conduct encourages the use of social networks to propagate and promote the country, people and good culture of Vietnam, sharing positive information, good examples of good people and good deeds; mobilize family members, friends, and people around to participate in education, and protect children and minors to use social networks in a safe and healthy way.
The code of conduct for cadres, civil servants, public employees and employees in state agencies is specified in Article 5 as follows: Cadres, civil servants, public employees and employees in state agencies shall comply with the following provisions: content specified as for organizations and individuals; comply with regulations of agencies and organizations on providing information on social networks.
Cadres, civil servants, public employees and employees in state agencies also need to notify their governing bodies in order to promptly have directions for handling, replying and resolving when there are conflicting opinions and information. information that violates the law related to the functions, tasks, powers and fields of management of cadres, civil servants, public employees and employees.

Users and social network service providers are encouraged to fully implement the contents of the Code and propagate and widely disseminate it to other organizations and individuals using social networks.
The decision takes effect from June 17, 2021.
